As the outlook for those securities darkens, investors and rating agencies are starting to question whether the insurance companies have enough capital needed to make good on their bond guarantees. And that is starting to affect the price of insured municipal bonds. On Wednesday, rating agency Standard & Poor's lowered its outlook on two of the four largest bond insurance companies to negative from stable, and put a third on credit watch. "Our research has led us to the conclusion that the potential for further mortgage market deterioration remains uncertain and will challenge the ability of the insurers to accurately gauge their ongoing additional capital needs in the near term," S&P said in a release. Moody's Investors Service and Fitch Ratings previously put out similar warnings on several insurers.

Black people cannot continue to moan about racism even today when overt racism has virtually been eradicated. I believe we must now look far beyond racism for the reasons for our failures because other groups like the Jews and Asians have moved far beyond expectations despite racism. I am very weary of the fact that there is no successful society of Black people anywhere on this planet and the much more shameful fact that the most racist white country would treat Black criminals better than the best Black country would treat its professors. United Way pushes for 211 money
It's still a bit of a secret in Whatcom County, but calling 211 can help in an emergency. The number to call in times of life-threatening trouble is still 911. But the state's United Way officials are asking the Legislature to boost funding for 211, which they say can help people take care of the problems that unfold in the days after a lifethreatening emergency. The 211 system, which connects callers to social services ranging from homeless housing to education help, currently receives $1 million each biennium from the state, said Peter Theisen, president of United Way of Whatcom County. Another $750,000 would help the system respond more effectively to natural disasters like last fall's severe floods in southern Washington, Theisen said. United Way officials hope the line item will be included in the proposed emergency flood and storm relief budget.
